Camp Delta

Camp Delta is the name of a section of the detention facility located at the U.S. naval base at Guantanamo Bay, southeastern Cuba. The facility was opened in 2002, following the invasion of Afghanistan, and was used to hold persons the United States accused of ties to armed groups.

Camp Delta was built to replace Camp X-Ray, a temporary facility that was vacated in 2002. Delta consisted of several sub-camps identified by number, which differed in security level and the degree of freedom allowed to detainees. The facility was managed by U.S. military personnel, with responsibilities divided between security and interrogation operations.

Location and structure

The facility is situated on land that the United States leases under prior agreements. The buildings consist of metal units, recreation areas, and interrogation rooms. The stated reason for choosing this location was that it lies outside U.S. territory, a fact that gave rise to prolonged legal disputes over the jurisdiction of U.S. courts with respect to detainees held there.

Legal disputes and rights

Human rights lawyers and international bodies raised concerns that detainees at Delta and other facilities were not brought before ordinary courts, and that interrogation methods involved coercion and abuse. The U.S. Supreme Court issued several rulings in cases related to the legal rights of detainees to challenge their detention. The U.S. government, for its part, stated that the facility was part of security operations and did not constitute punishment.

Decline in operations

In subsequent years, the number of detainees at Guantanamo declined steadily, with some transferred to other countries. Some facilities, including Delta, were closed or converted to other uses, with operations consolidated into smaller, more compact camps. The facility as a whole has not been closed, and it remains a subject of political debate within the United States.
