Abdirahman Duale Beyle

Abdirahman Duale Beyle is a Somali economist and politician. He held two ministerial positions in the federal government: Minister of Foreign Affairs and International Cooperation from January 2014, and Minister of Finance from March 2017 to August 2022.

Before entering politics, he spent more than twenty years at the African Development Bank (AfDB), preceded by postdoctoral work at universities in the United States and Saudi Arabia. He is also known as a poet and writer of songs, and international media have discussed his role in cultural dimensions of Somali national unity.

Early life and education

Beyle was born in the Carab Siyad area of Gabiley district in the northwest (now within Somaliland administration). He pursued advanced education in the United States: he obtained his first degree in finance and economics from the University of Wisconsin–La Crosse, followed by an MBA. He later earned a doctorate (PhD) in development studies from the University of Wisconsin–Madison. He was an associate professor of finance at Tennessee State University in the United States and King Saud University in Saudi Arabia.

African Development Bank

His longest professional tenure was at the African Development Bank, where he held senior positions including Head of Special Programs, Head of Operations for Southern African countries, and coordinator of the Africa Water Facility. Official academic statements indicate he held senior management roles at the bank for approximately seventeen years.

Minister of Foreign Affairs (2014–2015)

On 17 January 2014, Prime Minister Abdiweli Sheikh Ahmed appointed Beyle as Minister of Foreign Affairs and International Cooperation, replacing Fowsia Yusuf Haji Adan. During this period, he engaged in high-level meetings with neighbouring governments and international organizations, and announced plans to reopen the Diplomatic Institute in Mogadishu. His tenure ended in January 2015, when he was succeeded by Abdiassalam Omar.

Minister of Finance (2017–2022)

In February 2017, he became a member of the Federal Parliament and was elected to chair parliamentary committees that oversaw the elections of the Speaker of the House of the People and the presidency. On 29 March 2017, Prime Minister Hassan Ali Khaire appointed him Minister of Finance. He held this position until August 2022, working also under Prime Minister Mohamed Hussein Roble. During his tenure, he chaired the Finance Management Committee, which issued regular reports on public financial reform.

His period in office was marked by efforts to restore Somalia's financial relations with international institutions. In February 2020, the IMF and World Bank executive boards decided that Somalia qualified for assistance under the HIPC initiative (for heavily indebted poor countries). In March 2020, the country reached the Decision Point after clearing arrears to multilateral creditors; on 25 March 2020, the IMF approved an Extended Credit Facility agreement valued at SDR 292.4 million. Somalia's total external debt fell from 64% of GDP in 2018 to less than 6% by end of 2023; the Completion Point was reached on 13 December 2023, clearing approximately 4.5 billion dollars in debt—though this occurred after Beyle had left office.
